A
Administrator
The person the licensee designates to manage the facility's day-to-day operations on their behalf. The licensee and administrator can be the same person.

Advance Health Care Directive
A written instruction about health care to be followed if the person becomes incapacitated (examples: a Durable Power of Attorney for Health Care, an Individual Health Care Instruction, a Request to Forego Resuscitative Measures, or a Do-Not-Resuscitate form).

Allowable Health Condition
Any health condition the facility is permitted to care for, either under a specific regulation or through a Department-approved exception. This includes "restricted" health conditions.

Ambulatory Person
Someone mentally and physically able to leave the building without help from another person or a mechanical aid in an emergency.

Applicant
Any individual, firm, partnership, association, corporation, or government entity that has applied for an RCFE license, administrator certificate, or special permit.

Appropriately Skilled Professional

Basic Rate
The SSI/SSP established rate, which does not include the amount set aside for the resident's personal and incidental needs.

Basic Services
The minimum services a facility must provide in order to obtain and keep its license: safe/healthful living accommodations, personal assistance and care, observation and supervision, planned activities, food service, and help arranging incidental medical/dental care.

California Clearance
Confirmation from the CA Department of Justice that a person has no felony or misdemeanor convictions. Arrests without conviction, minor traffic offenses, and juvenile adjudications don't count against this.

Capacity
The maximum number of people a facility is authorized to serve at any one time.

Care and Supervision
The activities that legally require a facility to be licensed: assistance with activities of daily living and taking on responsibility for residents' safety and well-being. Includes help with dressing/grooming/bathing, medication assistance and central storage, arranging medical/dental care, maintaining house rules, supervising resident schedules/activities/money, and monitoring food intake or special diets.

Certificate Holder
Someone who currently holds a valid RCFE administrator certificate, whether or not they are currently employed as an administrator.

Certified Administrator

Community Care Facility
Any facility, place, or building providing nonmedical care and supervision.

Complete Request
A vendor application where all required information and materials have been submitted, allowing the Department to approve or deny it.

Conservator

Delayed Egress Device
A special exit-control device of the time-delay type, most often used to slow exiting for residents with dementia. It deactivates automatically if the sprinkler/detection system triggers or power is lost.

Facility Hospice Care Waiver
A Department-granted waiver that lets a facility keep a designated maximum number of terminally ill residents receiving hospice services, even though they would otherwise need more care/supervision than the facility is normally allowed to provide.

Health Care Surrogate Decision Maker

Pressure Injury
Localized damage to the skin and/or soft tissue, usually over a bony area, caused by intense or prolonged pressure (or pressure combined with shear). Staged 1 through 4 based on severity.

Publicly Operated Facility

Representative
An individual with authority to act on behalf of a resident: a conservator, guardian, health care agent under an advance directive, spouse/domestic partner, family member, or other designated decision maker. Being a representative does not automatically make someone financially responsible for the resident's bills.

Request to Forego Resuscitative Measures
A written document, signed by the individual (or a legally recognized surrogate) and a physician, directing a health care provider to forgo resuscitative measures.

Residential Care Facility for the Elderly (RCFE)
A housing arrangement voluntarily chosen by the resident (or their guardian/conservator/other responsible person) where 75% of the residents are 60 years of age or older, and varying levels of care and supervision are provided based on need.

Health and Safety Code section 1569.44(a): "A facility shall be deemed to be an 'unlicensed residential care facility for the elderly' ... if it is unlicensed and not exempt from licensure, and any one of the following conditions is satisfied: (1) The facility is providing care and supervision ... (2) The facility is held out as, or represented as, providing care and supervision ... (3) The facility accepts or retains residents who demonstrate the need for care and supervision ...
